हमें वर्तमान व्यवस्था से चाहे जितनी भी शिकायत हो लेकिन कानून और देश के संविधान के अधीन तो चलना ही पड़ेगा.
मद्रास हाई कोर्ट के जस्टिस कर्णन ने कानून के खिलाफ जा कर सुप्रीम कोर्ट के मुख्य न्यायाधीश को 5 साल की सजा सुना दी और कोर्ट की अवमानना की. आखिर में सुप्रीम कोर्ट ने इन जज महोदय को, जो 11जून को रिटायर होने वाले हैं, 6 माह की सज़ा सुना दी. अब जज साहब फरार हैं और पुलिस उन्हें ढूँढ़ रही है.
इसी तरह हमारे एक नेता अरविन्द केजरीवाल है, जो स्वयं को उपराज्यपाल से ऊपर समझते हैं और उन

भ्रष्टाचार मुक्त शासन देने के नाम पर राजनीति में उतरे केजरीवाल खुद के मत्रियों के भ्रष्टाचार में पकडे जाने और एक बाद पंजाब, गोआ और दिल्ली का चुनाव जाने के बाद जब जनता को मुंह दिखाने लायक नहीं रहे तो अब चुनाव आयोग पर जाल साजी और हेरा फेरी का आरोप लगा कर प्रजातंत्र की एक संवैधानिक संस्था पर प्रहार कर रहे हैं.
देश की सबसे ईमानदार पार्टी के सबसे ईमानदार नेता होने का दावा करने वाले नेता, मानहानि का मुकदमा लगने पर वकील को चार करोड़ की फीस सरकारी खजाने से देकर खुद को पाक साफ़ साबित करने की कोशिश कर रहे हैं.
अब जब कूद के मंत्री द्वारा दो करोड़ की रिश्वत लेने का आरोप लगने पर बजाय उस की जांच करवाने के EVM मशीन पर सवाल खडे कर के अपने ऊपर लगे आरोपों से जनता का ध्यान भटकाने की शातिराना कोशिश में लगे हैं.
लेकिन जनता सब समझती है और बार बार इनके झांसे में आने वाली नहीं है.
चुनाव आयोग जो कि एक संवैधानिक संस्था है उस के खिलाफ मुहीम चला कर ये देश में अराजकता फैलाना चाहते हैं.
लेकिन केजरीवाल को ये समझ लेना चाहिए कि देश के कानून और संविधान की अवमानना करने पर उनका हाल भी वही हो सकता है जो जस्टिस कर्णन का हो रहा है.

There have been many fatal accidents, when a live electric wire fell on the ground and any passerby coming in contact with it was killed or seriously injured.
It is really very unfortunate that nobody cares for the death or injury to innocent victims.
The police does not register any case against the Electricity Boards who are the owner of these lines and responsible for their maintenance and upkeep.
As per a report published in Rajasthan Patrika, 928 people died during last five years out of total 2783 electrical accidents, in Jaipur DISCOM only. There are two more DISCOMs in Rajasthan, namely Jodhpur and Ajmer.
If the death toll of whole India is accounted for, the figure may reach Ten thousand.
In December, 2009 an under construction bridge, on river Chambal in Kota collapsed, killing 28 persons and injuring many. The police very promptly registered cases under Sections 304 (culpable homicide not amounting to murder) and 308 (attempt to commit culpable homicide) of Indian Penal Code, against the construction company Hyundai and Gammon India and arrested officials of these companies who are still languishing in jail. http://www.thehindu.com/news/national/kota-bridge-collapse-rescue-efforts-on-death-toll-rises-to-28/article71044.ece
There are laws in Indian Penal Code for causing death and injury due to negligent working.
Suppose some one is constructing or repairing a house or a building and if any part of it collapses, causing injury or death, the person responsible for the construction will be booked for negligent working.
Unfortunately these laws are not invoked when electrical accidents on roads or in fields take place. As such, the responsibility of State Electricity Board Engineers is not fixed.
To prevent Electrical accidents, there are various rules formulated under Indian Electricity Rules-1956.
Under these rules, minimum height of live wires, crossing the road or fields is stipulated.
However, due to negligence and corruption prevailing in govt agencies, these rules are not observed and wires keep dangling low and accidents take place with regular interval.
Also, There is a rule that under every overhead line, LT or HT (up to 11 KV) guard wiring should be provided, so that, in case of wire snapping, it should not fall on the ground.This rule is also flouted and guard wires are not erected on such over head lines.
Rule also stipulates that all electrical structures like Electric poles, Distribution Boxes, Transformers etc, installed on roads and in open areas, must be properly earthed but this provision is also flouted with impunity.
To curb this menace our courts should take suo moto cognizance but that is also not happening and the accidents keep on occurring and innocents keep dying.
Unfortunately, human life has no value in India. The administration takes note only when some bigwig or VIP is affected.

I wish some social minded advocates file a PIL in court so that responsibility in every electrical accident is ordered to be fixed and precious human lives could be saved.
